The main problem is that the first half is unfocused.

There is little of the gratuitous hysteria that usually mars Lumet's work, and David Himmelstein's busy script keeps things moving, though at the price of losing track of a couple of significant subplots.

Lumet is trying hard to do to the world of political campaign organizers what his "Network" did to television news. It exudes the same authenticity and research but lacks the coalescence provided by a stellar plot.
