Beautiful atmospherics and solid performances can not script, which is bland, dull, and uninteresting. Some interesting commentary upon the relationships between Americans and Brits, but the pacing is so slow and the story so conventional that we don't have much interest in what it says.

Decent neo-noir, that's actually more of a romantic thriller. Where American gangster Tommy Lee Jones tries to move in on a British city in decline to carve out a piece for himself. Sting is actually pretty good in it. As is the chemistry between Bean and Griffith.
