It might be arguable whether it is the best Seagal film or not, but Nico still has all important Seagal trademarks.

Amazing movie. Here, Seagal demonstrates that no one is "above the law," not even drug dealers financed by the C-I-A! In the process, wrists, arms, and necks are broken as necessary. Seagal throws a man through a window, and comments on the smell of babies. Total classic.
