Nanshu-gumi and Awami-gumi are the two major forces controlling Hakata. However, the Awakai-gumi, suffering from financial difficulties due to the closing of a coal mine, joins forces with the Hamamoto-gumi, the largest organization in Kobe, and begins to target the Nanshu-gumi's territory.
